How BAH Works for California Service Members

BAH (Basic Allowance for Housing) is a non-taxable monthly stipend paid to service members who do not live in government quarters. The rate is set by your duty-station ZIP code (mapped to a Military Housing Area), your pay grade, and your dependency status (with or without dependents). The amount is calibrated annually to cover the median rental cost — including utilities and renter's insurance — for the housing profile assigned to your rank in your area.

California State Income Tax on Military Pay

California exempts active-duty pay only when the service member is stationed outside California for the entire tax year.

California is unique: a California legal resident on active duty owes California income tax on military pay only if stationed inside California. If stationed outside California (including overseas) for the entire tax year, military pay is fully exempt from California income tax under R&TC §17140.5. Pay earned while temporarily back in CA on leave still qualifies for the exemption. Military retirement is fully taxable in California — there is no military pension exclusion. Combat-zone pay is excluded under the federal rules CA conforms to.
