How Navy Pay Actually Works
Navy total compensation is built on three layers: base pay from the standard DoD tables (identical to Army, Marine Corps, Air Force, and Space Force), tax-free allowances (BAH and BAS), and special and incentive pays tied to your rate, designator, and where you serve. The 2026 3.8% pay raise applies to every grade from E-1 to O-10.
What makes Navy pay distinct is the breadth of S&I pays: Career Sea Pay, Submarine Duty Incentive Pay, Diving Duty Pay, Aviation Career Incentive Pay, SEAL/SWCC continuation pay, and Nuclear Field bonuses that can push a senior nuke's compensation into six figures.
Navy Base Pay 2026 — Same DoD Tables
Active duty Sailors are paid on the same basic pay tables as the rest of the Department of Defense. Pay is determined by paygrade and years of service. The 2026 3.8% pay raise was applied across the board.

Navy BAH and BAS 2026
Basic Allowance for Housing (BAH): Sailors receive standard DoD BAH set by duty-station ZIP code, paygrade, and dependency status. Navy concentrations drive BAH rates that swing widely — San Diego, Norfolk, Pearl Harbor (JBPHH), Bremerton/Bangor, Jacksonville/Mayport, Kings Bay, and Whidbey Island all carry meaningful BAH variance. Use the official DoD BAH lookup for exact rates.
Basic Allowance for Subsistence (BAS): Enlisted $476.99/month, Officer $329.02/month for 2026. Tax-free, flat across locations.
Overseas Housing Allowance (OHA): Replaces BAH for Sailors stationed at NAF Atsugi, Yokosuka, Sasebo, Naples, Rota, Bahrain, Guam (Andersen tenant commands), and other OCONUS billets. OHA is reimbursement-based and tied to actual rent up to a country/grade cap.
Sea/shore note: When a ship homeported in a high-cost area is forward-deployed, BAH continues at homeport rate. Single Sailors below E-6 typically live in barracks or aboard ship and forfeit BAH.
Career Sea Pay, Submarine Pay, and Diving Pay
The Navy's signature special pays compensate for the operational realities of sea duty, undersea service, and underwater work.
- Career Sea Pay (CSP): Approximately $50–$830/month in 2026, scaled by paygrade and cumulative years of sea duty. CSP is paid while assigned to a sea-duty unit (CVN, DDG, CG, SSN/SSBN/SSGN, LHA/LHD, etc.).
- CSP Premium: An additional $100/month after 36 cumulative months at sea — recognizing the disproportionate burden carried by Sailors who keep going back.
- Submarine Duty Incentive Pay (SUBPAY): $75–$835/month, scaled by paygrade and years of submarine service. Paid to qualified submariners assigned to operational boats or designated billets.
- Nuclear Officer Incentive Pay (NOIP) and Nuclear Career Accession Bonus (NCAB): Substantial recurring bonuses paid to nuclear-trained submarine and surface nuclear officers. Multi-year contracts; payments scale with years of obligated service.
- Diving Duty Pay: $110–$340/month for qualified Navy Divers, EOD technicians, SEALs, and Master Divers (MDV), depending on diving qualification level.
- Hazardous Duty Incentive Pay (HDIP): Parachute (static line/HALO), demolition, and flight-deck duty add monthly HDIP for qualifying personnel.
Aviation Pay, SEAL/SWCC Pay, and Enlistment Bonuses
Beyond the standard sea-going pays, the Navy uses targeted bonuses to recruit and retain critical communities.
- Aviation Career Incentive Pay (ACIP): $125–$840/month for naval aviators (pilots) and Naval Flight Officers (NFOs), scaled by years of aviation service. Aviation Bonus (AvB) contracts add lump-sum or annual payments for pilots who agree to continued service.
- SEAL/SWCC Continuation Pay: Special Warfare operators receive multi-year continuation bonuses tailored by paygrade and years of operator service. Combined with HDIP-Parachute, Diving Pay, and Special Duty Assignment Pay, total compensation is among the highest in the enlisted Navy.
- Nuclear Field (NF) Enlistment Bonus: Up to $75,000 for new NF enlistees who complete A-school and Nuclear Power School pipeline. The Nuclear SRB then frequently exceeds $100,000 for first and second reenlistments — among the largest retention incentives in DoD.
- Other enlistment bonuses: SEAL Challenge Contract, CTI/CTN linguist, Hospital Corpsman (especially FMF), cyber/IT, and select aviation rates carry bonuses published in current NAVADMINs.
- Selective Reenlistment Bonus (SRB): Updated annually by NAVADMIN. Multipliers vary by rating, zone, and obligated service. Nuclear, special warfare, EOD, and select cyber ratings consistently command top multipliers.
- Special Duty Assignment Pay (SDAP): Recruiter duty, instructor duty, and other designated billets receive monthly SDAP at levels SD-1 through SD-8.
Deployment, Combat Pay, and Tax Exclusions
Navy deployments — whether on a CSG, ARG, independent deployer, or shore-based detachment in CENTCOM — can trigger several pays simultaneously.
- Imminent Danger Pay (IDP) / Hostile Fire Pay (HFP): $225/month in designated areas (Persian Gulf, Red Sea, parts of CENTCOM). IDP prorates by days; HFP pays full month for any qualifying day.
- Combat Zone Tax Exclusion (CZTE): Federal income tax exclusion for any month with a qualifying day. Enlisted/warrant pay fully excluded; officer pay excluded up to a monthly cap.
- Family Separation Allowance (FSA): $250/month when a Sailor with dependents is involuntarily separated more than 30 continuous days.
- Hardship Duty Pay-Location (HDP-L): Up to $150/month for designated hardship locations.
- Per Diem: TDY and certain deployment scenarios add per diem under the JTR.
Navy Reserve Drill Pay and Mobilization
Selected Reserve (SELRES) Sailors are paid on the same drill pay scale as all reserve components. One drill = 1/30th of monthly active duty base pay; a standard drill weekend is 4 drills, plus a 14-day Annual Training (AT) period each fiscal year.
- Mobilization (Title 10): Activated reservists receive full active duty pay and allowances, BAS, and qualifying special pays.
- USERRA: Civilian employers must reinstate mobilized Sailors to their prior position (or equivalent).
- Reserve bonuses: Critical ratings periodically receive affiliation, prior-service, and reenlistment bonuses via NAVADMIN.
- FTS (Full-Time Support): FTS Sailors are full-time active duty supporting the Reserve at standard active duty pay.
Navy Retirement Pay and Benefits
Sailors fall under one of two retirement systems: Legacy High-3 (entered before Jan 1, 2018) or the Blended Retirement System (BRS) (entered on or after Jan 1, 2018, or opted in during the 2018 election window). High-3 pays 2.5% per year of service of the high-3 average base pay; BRS pays 2.0% per year and adds TSP government matching up to 5% plus mid-career Continuation Pay.
TSP: All Sailors can contribute to the Thrift Savings Plan; BRS members receive automatic 1% agency contributions plus matching. Roth and traditional options are available, and CZTE-month contributions can flow into the Roth TSP tax-free.
Healthcare: Active duty Sailors and dependents are covered under TRICARE. Retirees with 20+ years qualify for TRICARE retired plans; VA benefits are available based on service-connected ratings and eligibility.
Frequently Asked Questions
Does the Navy pay more than other branches?
Base pay is identical across DoD. Where the Navy out-pays peers is in special and incentive pays: Career Sea Pay, SUBPAY, ACIP, Diving, Nuclear bonuses, and SEAL/SWCC continuation pay. A senior nuke or operator can clear well past their Army/Air Force counterparts.
How much is Navy sea pay 2026?
Career Sea Pay runs roughly $50–$830/month based on paygrade and cumulative sea duty. After 36 cumulative months at sea, an additional $100/month CSP Premium kicks in.
How much do Navy submariners make?
SUBPAY ranges from $75 to $835/month on top of base pay. Nuclear-trained sub officers stack NOIP/NCAB; nuclear-trained enlisted Sailors stack the Nuclear SRB — commonly six figures over a contract.
What is the Nuclear Field enlistment bonus?
Up to $75,000 for the NF program at enlistment, with Nuclear SRBs that frequently exceed $100,000 at first and second reenlistment. Few civilian early-career paths match the cash flow.
Does the Navy get combat pay?
Yes — $225/month Imminent Danger Pay in designated areas plus the Combat Zone Tax Exclusion for any month with a qualifying day. Common qualifying ops include 5th Fleet AOR (Bahrain), Red Sea, and parts of CENTCOM.
Do Navy SEALs get extra pay?
Yes. SEALs and SWCC operators stack Special Duty Assignment Pay, Diving Pay, HDIP-Parachute and demolition, and SEAL/SWCC Continuation Pay. Senior operators are among the highest-paid enlisted Sailors in the fleet.
